Fuel scarcity may linger in Nigeria's oil and gas sector


As Nigerians are still struggling with fuel scarcity, the Independent Petroleum Marketers Association of Nigeria, IPMAN said an influential oil industry group disclosed it would start its strike from Monday.
The Petroleum and Natural Gas Senior Staff Association of Nigeria, PENGASSAN, said on Friday that he had no option but to discontinue its members after negotiations with government about certain labour issues were encountered.
The group previously issued a 72-hour ultimatum to government to intervene on allegations of anti-worker practices against some of its members in Neconde Energy Limited, a native oil company. The umbrella body of senior workers in the oil and gas industry accused the management of Neconde Energy that the work of some of its workers belonging to PENGASSAN is being illegally terminated. Following the ultimatum, the Minister of Petroleum Resources, Ibe Kachikwu, offered a truce between the trade union and Neconde Energy Limited. However, the trade union announced in a statement to PREMIUM TIMES on Friday by its spokesman, Mr. Fortune Obi said the peace meeting ended by the minister during the week ended without a positive solution to the crisis. "Following the failure of the Minister of Petroleum Resources, Dr. Ibe Kachikwu, to settle the gap between this body (PENGASSAN) and Neconde, the management of PENGASSAN agreed to begin the strike Monday evening (18 December 2017)," Mr. Obi said in the statement. Mr. Obi said the strike was expected to start midnight. This will be preceded by an emergency PENGASSAN Central Work Committee meeting. The trade union said it had already notified its members countrywide to stand up for the final instructions to close if nothing was done by the relevant authorities to prevent the planned strike by Monday.
PENGASSAN's Lagos son chairman, Abel Agarin, warned against any action of victimization against any of his members who would participate in the session in a strike support statement. "The union's position has always been that the termination of employment of some workers by Neconde was illegal, as it was not in line with fairness, good conscience and labor relations, best practices and existing labor laws," Mr Agarin said. If the strike is allowed to proceed as planned, it will worsen the fuel supply situation nationwide. Most parts of the country, including major cities such as the Federal Capital Territory, Abuja, and others, struggled to recover from the impact of the crisis on businesses, as they are usually gradually recovered in fuel supply. The impact of another disruption in fuel supply will feel good if Nigerians prepare for Christmas and new year celebrations.
